Barely English, or perhaps not at all

You so-ho-HO have to listen to (and read: english subtitles) this one.
It is a Japanese song sung by  Yuuka Nanri.

And, someone please translate this for me-
Lordy, them as is on the rattling lay don’t take to slumming kens!
I believe it belongs to some Heyer book. Found it scribbled behind my eco notebook. I must have pondered upon the rather obscure remark myself sometime. Clearly, I failed. Maybe it's in code...
Well, your guess is as good as mine.
